Ran it down finally and saw how it works. However, I suspect the Vortex extension doesn't know where to find the files to do this with Starfield (and seems to not have an option to manually enter the locations). It has the correct game path, it just doesn't work as the others do (no options in edit, etc).

The current version of Vortex cannot install mods with both plugins and loose files correctly for Starfield. If a Starfield mod has both plugins (ESM files) and loose files, Vortex will only install the plugins and not the loose files. However, if a mod has either only loose files or only plugins and not both, Vortex will function correctly.Downloaded vortex, installed the extender for Starfield, added Starfield as a managed game.
